Policy 3.1.5 Appointment of Clinical Track Faculty

The Northeast Osteopathic Medical Education Network shall receive notice of the selection of faculty through each program as submitted by the residency program director and/or the Osteopathic Director of Medical Education. Primary responsibility for the selection and evaluation of faculty rests with the program. The Board of Governors shall appoint the faculty by assignment of the formal process to the Dean of the University of New England College of Osteopathic Medicine, who shall provide such appointment and ranks appropriate to the role and duties in accordance with the following guidelines:

Preamble:

In recognition of varying roles and responsibilities of individuals from the health professions who participate in the educational process at the University of New England College of Osteopathic Medicine (UNECOM) and in the recognition of the special circumstances of the service-through-practice inherent in those roles, the following categories of faculty rank are available for clinical faculty:

Full Time:
The definition of "full-time" when used to refer to a clinical faculty member refers to:
A clinician contracted as a UNE employee with a regular full-time position.
This person enjoys the rights and responsibilities designated in UNE's Personnel and Faculty Handbooks.
Regular Full-Time clinical faculty members are covered by UNECOM's and the university's formal reappointment and promotion guidelines, or
B. A clinician designated by the Dean as having on-going and full-time responsibility for the development, delivery, and evaluation of the College's curriculum, and who participates in College service and/or scholarship.
Normally applying to clinical department chairs, Clinical Training Center Discipline Directors, or Directors of Osteopathic Medical Education and Program Directors at the Northeast Osteopathic Medical Education Network (NEOMEN) contracted facilities, this individual enjoys only the rights and responsibilities as defined by contract.
Criteria for the assignment of rank will be at the discretion of the Dean, in accord with the general principles for rank defined under the Clinical categories listed below, but will be listed as:
Assistant Professor, Associate Professor, or Professor.
Such faculty will have non-tenured-track appointments

Half Time:
A clinician contracted as a UNE employee in a position budgeted as a regular half-time position.
This individual enjoys the rights and responsibilities as designated by the UNE personnel policy and provisions of the Faculty Handbook.
Reappointment and promotion decisions will be managed in accord with UNECOM's and UNE's formal reappointment and promotion process.

Adjunct:
A part-time clinical faculty member at any rank who is a member in good standing in the medical staff of a NEOMEN contracted facility or who is contracted to teach courses, provide lectures, provide clinical instruction, or meet additional responsibilities as designated by the Dean on an occasional or less than year-long basis.
This category includes visiting lecturers and experiential faculty who have a specific responsibility to the UNECOM educational process but are not designated as half-time or full-time as defined above.
Clinicians who are adjunct will have the designation "clinical" precede their rank.
Non-clinicians who are adjunct will have the designation "adjunct" precede their rank.

Rank:
Faculty rank for full and half-time appointments will be as described in the UNE Faculty Handbook, and as follows:

Clinicians with full-time or half-time appointments will be designated by rank and department of appointment, e.g., Assistant Professor of Internal Medicine or Professor of Surgery

Clinicians with full-time or half-time appointments in clinical training locations, e.g., Clinical Training Centers or in affiliated residency training programs, will be designated by rank and clinical department of appointment, e.g., Assistant Professor of Clinical Internal Medicine or Professor of Clinical Surgery.

Clinicians with adjunct appointments will be designated as "clinical", e.g., Clinical Assistant Professor of Family Practice, Clinical Professor of Osteopathic Manipulative Medicine, or Clinical Instructor in Community Medicine (faculty members who are not full- or half-time regular employees of the University, and whose teaching involvements are off-campus--usually indicating a preceptor or clerkship relationship to the institution).

Appointment of Clinical Faculty:
Faculty appointments are made by the College of Osteopathic Medicine's Dean of Academic Affairs, upon recommendation of the Associate Dean of Clinical Affairs.
The rank conferred at the time of initial appointment will depend upon the level of professional education, rank achieved at other institutions, educational experience, scholarship, and/or other appropriate distinctions.

The Academic Dean may grant exemptions from these guidelines.
For instance, an individual holding a rank at another AOA or LCME/ACGME-accredited institution shall be awarded rank commensurate with that appointment.
